The Powers & Duties of its Officers & Employees

 

PRINCIPAL SECRETARY TO THE GOVERNOR J&K:

 

Principal Secretary to the Governor J&K, is Head of the Department as well as Administrative Secretary of Raj Bhavan, Jammu and Kashmir. He is also drawing and disbursing officer and controlling officer in respect of expenditure on Raj Bhavan establishment including the Governorís Household. The powers of DDO have further been delegated to Deputy Secretary, Raj Bhavan, J&K. The Principal Secretary to Governor J&K, besides above, is also the Chief Executive Officer of Shri Mata Vaishno Devi Shrine Board and Shri Amarnathji Shrine Board. The Principal Secretary to Governor, interalia, has overall responsibility in respect of following functions:-

 

  1. Preparation of Budget;

  2. Establishment matters including recruitment, promotion, leave etc.;

  3. Maintenance of Raj Bhavan Estates including gardens;

  4. Maintenance and purchase of vehicles of Garages Pool and other stocks;

  5. Sanctioning of different expenditures relating to Raj Bhavan activities out of budgeted grants;

  6. Holding of AT HOMES;

  7. Arrangements for ensuring the safety and security of the Governor and his family, both inside Raj Bhavan and on tour.

  8. Assistance to the Governor in cases and matters pertaining to the following:

  i)    University of Kashmir;

 ii)      University of Jammu;

iii)    Sher-i-Kashmir University of Agriculture Science & Technology, Kashmir

       (SKUAST-K);

iv)    Sher-i-Kashmir University of Agriculture Science & Technology, Jammu

      (SKUAST-J);

v)      J&K State Branch of Indian Red Cross Society;

vi)     Rajya Sainik Board;

vii)   J&K Academy of Art, Culture and Language;

viii)   Shri Mata Vaishno Devi Shrine Board;

ix)       Shri Amarnathji Shrine Board.

x)   J&K Bharat Scouts and Guides;

xi)  RTI matters, Public Grievances;

xii)    Matters related to the Constitutional / Statutory functions of Governor and other
      functions assigned by the Governor

ADDITIONAL SECRETARY / DEPUTY SECRETARY

 

Assist the Principal Secretary to Governor in the proper discharge of his duties and obligations (referred above) as per their work allocation approved by His Excellency the Governor from time to time. Also deal with/decide issues as per powers, both administrative and financial, including Drawing & Disbursing powers, delegated to them.

 

SUPERINTENDENT OF POLICE (SECURITY)

 

  1. Personally responsible for security of the Governor and his family in station and on tour and to ensure appropriate advance arrangements for his visits and stay outside Raj Bhavan, in coordination with other security agencies / organizers.

  2. Running of the Round-the-Clock Telephone Exchange of Raj Bhavan;

  3. Screening and frisking of visitors at the gates in respect of visitors; 

  4. Checking of incoming dak on security consideration;

  5. Maintenance and operation of security vehicles meant for personal use of the Governor and his family;

  6. Any other task assigned by the Principal Secretary.

 

 

PRIVATE SECRETARY

 

  1. Fixing engagements of the Governor and members of his family;

  2. Fixing appointments with the Governor;

  3. Attending telephone calls of the Governor;

  4. Assisting the Governor in his personal matters;

  5. Issuing invitations for the Governorís social engagements/ interactions and to make arrangements therefor;

  6. Rendering such assistance to the Governor and his family, as may be required from time to time;

  7. Issuing of Minute to Minute programme i.r.t Governor's tours and appointments.

  8. Any other function entrusted by the Principal Secretary to Governor.

 

PHYSICIAN TO GOVERNOR

 

  1. Accompanying Governor to all engagements outside Raj Bhavan;

  2. Routine checkups and medical consultation to the Governor and his family;

  3. Medical consultation to other members of Raj Bhavan Parivar;

  4. Overall supervision of Raj Bhavan Dispensary and  Critical Care Ambulance.

 

AsDC TO THE GOVERNOR

 

  1. Receiving and ushering guests and visitors;

  2. Accompanying the Governor on all official and private functions;

  3. Ensuring observance of correct protocol on all formal and informal occasions both inside and outside Raj Bhavan;

  4. Any other duties assigned by the Principal Secretary to Governor

 

INFORMATION OFFICER

 

  1. To co-ordinate with Press/Media and Information Department of the State Government as a good and effective Public Relation Officer;

  2. To prepare summary of main events of National and International level and submit it for perusal of the Governor;

  3. To submit the clippings of main news from daily newspapers to the Governor and Principal Secretary.

  4. To ensure effective coverage in Press and Electronic Media to Governor's programmes and functions.

  5. To prepare the Messages of the Governor on the request of Institutes/Organization.

  6. Any other task assigned.

 

P.A. TO GOVERNOR

 

  1. Providing stenographic assistance to the Governor and the Lady Governor;

  2. Attending telephone calls;

  3. Keeping important and secret papers;

  4. Keeping Governorís personal papers.
